Dithers and targets are totally different. Dithers are used to make shy fish come out more to the open and feel comfortable. A target fish is more of a distracter. An example would be like this, if a male jag is beating the female jag too much during courtship, then you would add a target fish, like a tinfoil barb. A great dither for a RD would be giant danios. They are fast enough to get out of the RD's way.
