dude, seriously. what could be wrong with the sump? either the tank wasnt water tight or a punp is broken. either way your still getting a baraign. This is the thing with people today.. theyre too scared to but something if it isnt perfect. I bought a £500 guitar off ebay for £80 and its fine. sometimes you take risks, but they pay off. tell him to fill it up though but now necessarily the sump going.
Also several people are saying get your deposit back. I highly doubt he will return your deposit. Usually deposits are non returnable to insure you complete the transactions if you back out you forfeit your money .

Me I would never screw around and buy a used tank but that is just me. I would just keep going the whole deal blows IMO. If he was interested in making the deal go through he would have it all ready to go and not partially filled and no filter running. too weird!
