Activated Carbon as a substrate?

he wanted to use activated carbon because the people at the lfs tried telling him that would keep the tank contaminate free and very clean

I would not go to that LFS. Activated carbon will remove toxins and small particles from the water but when it saturates it will release these toxins back into the water. It will also begin to break down after a few months. I think this may have been one of the stupidest things I have ever heard in the fish hobby.
 
The best part would be the low low price to get 50 pounds of it.
 
I don't think it would be as dramatic as the responses are claiming. Yes it will break down, and possibly leak back into the tank, but I highly doubt it's going to kill your fish. Unless you just didn't do water changes expecting the carbon to do the job for you...? Also, if you're doing this, you would most likely be changing it out regularly, so build-up would be minimal. That being said, I agree that it would be a stupid idea in terms of cost, appearance, and maintenance.
