I'd say at most 4 FMs, or you could do a pair of FMs, a pair of Nics, and maybe some type of dither fish like some wild-type swordtails (if you can find them) or goodeids or something to round out the CA biotope

My favorite cheap schooling fish is the black skirt tetra. They are fast enough to outrun mated convicts and a mated pair of Jags. I got mine for 1.49 ea at petco
