Advice on 2 tier overflow set up

If the drains are large enough theres no problems i can foresee? No different than running one tank

How r these setups susseptible to a flood? Theyve been running for 3 years with no problems? The desired gph on each tank is exactly the same whether theres a pump on each tank or not.

Draining from a tank to a tank to a tank simply puts more places that something "can" go wrong. Overflow plumbing system should always be kept as simple as possible to reduce risk.

Yeah i understand that...but no different than having multiple single tanks on individual sumps. Room for error is still there even in a single tank. Most retail stores run chain gangs with 10-20 tanks or more on one sump.
