Advice urgently needed regarding Piranha set up.

I don't think it has too much to do with the size of the tank, it's more about if the filter can keep up with the bio load of your fish.
in the long run I would recommend getting one big canister filter for the 90g, you can use the HOB as additional mechanical filtration.
 
I would use something bigger like a 2217
 
definitely a 2217, an xp3, a fluval 405...or any other flavor of cannister like that, and i'd also do an additional HOB filter. i'd plant that tank well also, 5rbp's in a 90 when they get to 7-8" are going to be competing for territory, and you'll lose some if it's not broken up well. rocks, plants...etc...go that route.
