You should be fine without gluing the rocks together as long as you take your time building the pile up and making sure the rocks are locked together as tightly as possible. I do this with about 150lbs of lava rock in my african tank and it's extremely stable even with their digging, but I'm able to change it up every couple of months.

You can also use PVC to build little frames so you don't have to use so much rock and you leave more swim space behind the structure:
