You can check a fish box (styro) as luggage on many airlines. Southwest required me to have the styros taped shut and inside a cardboard box, but I checked two fish boxes as my two (free) bags. I picked them up at baggage claim and brought them home.
And you can check a smaller styro fishbox in a piece of luggage as luggage on any airline. I have one that holds 2-3 fish bags that fits into a suitcase with my clothes, etc. Never had a problem with it.
lol A friend from NY did same put fish in his luggage came from NY to Florida with MARINE fish in luggage and not the slightest problem.
Granted they didn't open his luggage . He had them in double bags packed at pet store in box in middle of his suitcase with clothes around them as a buffer.
ALL arrived no problem and again marine fish but small stuff like dottybacks-clowns-damsels.
