If it is string algae, the barley will def. help break it down. Give it some time, as Yan said it can take a month. If using the barley, make sure you have plenty of areation. The barley makes the string algae detach and sink to the bottom, (or some into the skimmer). There it is broken down further by BB. That second strain of BB that breaks it down further needs plenty of O2 as do the fish.
If you have floating algae mats, manual removal is quick, easy and effective. I have used a small plastic kids rake in the past. Flip it over and scoop the mats w/the rake.
