I would be more concerned with any phosphates and nutrients in the water. The SG won't cause a bloom if it is nutrient free, but even straight fresh or saltwater with the right combination of nutrients for alage will cause a nasty bloom.
RO is the only way to remove/control the nutrients in my tap water???

Have you tested your tap?...it might be fine. Mine is actually usable...I just treat with a basic conditioner.
A UV sterilzer will kill any sort of living organisms. A RO unit will definitely purify that water, but you may not need it. I only used RO for my discus tank.

I would test for Phosphates and Nitrates. SeaChem makes a decent kit so you can get an idea.
Also, what I did before was send in one of the samples to a filter company and they give you an analysis on your water.
