Unless you're running a planted tank you want to keep nitrates around 10ppm or lower.
I'm willing to bet your tap water itself is high in nitrates. As the previous poster said, your prior tank maintenance schedule was not effective enough. 25% to 50% water change every week, more if your bioload is higher, and even a UV won't help you if you're doing monthly water changes. If anything it may make the bloom worse or simply develop into a different algae problem.
