Why use such blocks?
Why tilt them out?
If this is a City Water dept jobsite I have never seen such a thing before.
Why not just use cement preformed tilt-up walls?
Are they going to line the insides with some type of liner to hold water?
Is this some type of Storm Water pond?

If u look on the left side u can see a misplaced wall. Like stairs. so it does have a opening. Ive seen these block be used for basemeants of houses or stuff like that. Good stacking block but you are right about the angle its not right.

theres a ramp i took the picture so you couldn't see it its in the lower left hand corner. the reason i think its a parking garage is because there's an apartment complex right to the side
