Before I got my linnies, I read up on just about every type/species of pet bird available. In general the most quiet species are:
- Senegal and Meyers parrots (aka Poicephalus parrots)
- parakeets (aka budgies)
- lineolated parakeets (although mine are LOUD in the morning!)
- parrotlets
- Pionus species (but even they have the potential to split your eardrums)
- most finch species (but these usually aren't handled or tamed)
- some grass parakeet species (such as Bourke)
- Some conure species (mainly the greencheeked conure, maroon belly conure, and closely related Pyhurra (sp?) species). Again, these have the potential to be pretty freakin' loud

Am I missing any, people?

tiels can be pretty quiet

Of the birds you listed, most are very noisy. Of the parrots, pionus, grass parakeets, parrotlets and english budgies are relatively quiet. Parakeets and conures are both very noisy birds.
 
I've had two senegals in the past they are great birds, mine were quiet about 95% of the time but they would get in their moods where they wouldn't shut up. They were very intelligent and picked up mimicking sounds with ease.

Yes I totally agree... that's why I tried to put "the truth" in parentheses. I find it surprising that the Pyurrha conures are commonly listed as good apartment birds. They can be pretty loud. My linnies, too, were listed as one of the quietest pet bird species (aside from finches). They're still really vocal and they can make my eardrums buzz if they want to. While budgies are small and not very loud in volume, they have a near constant chatter which can drive some people nuts. It just goes to show that a "quiet" parrot is still pretty vocal.
