All the way to the top?

proper gas exchange? there's open slots in the back of ur tank for venting and whatever else. water height has nothing to do with anything but self preference.
 
Local tradition is local tradition, nothing changes that.
However i can not see how lowering the water level increases gas exchange (except with a tank where the sides cave-in at the top like a fish bowl).

As long as the lid has some good/numerous holes to allow air transfer, water height should not make a difference.

But as i said, local folk tradition is unquestionable

My uncle and his friends started keeping in the late 50's, early 60's.....Back in the iron tank days...lol....One of his buddies owns Fairy Lake Discus in San Francisco....SInce the early 90's, I was introduced to the now popular 6th Avenus Aquarium....Back then, they had a much smaller shop a block up from their current place.....Now that I think of it, the old shop resembled those shops from Japan---->Numerous tanks stacked, squashed walkways, and the number of species available(very high count).....Long story short(and sticking to the topic), every keeper and lfs worker/owner has always suggested to leave a gap of water at the top....
 
gas exchange does matter but i still filled my tanks( when they were up and running) up to the point where the filter made the least amount of noise on them and then i just add in a couple power heads with aerators
