where do you live? in US frozen shrimps usually around $5/lb(depend on your location it can be a bit cheaper or higher)!

Feeder Goldfish = counter productive. The best thing to do is get as big a tank as possible... and that'd be pretty damn big since it's potentially an 8 foot fish... keep the water aces, and feed a very varied diet.
