Always check tank,heater,filter after buying from garage sales

I had a 10 gallon that i bought at a garage sale. The owner said that their was nothing wrong. I went home threw 7 guppies in it turned on the filter and heater. And the guppies started to twitch. So i put my hand in there to see if the water was too cold and it was like slow motion. The heater made the whole tank a electric circuit i managed to get my hand out and save all the guppies. And i had to buy a whole new heater for the price that i bought the Tank!!!
