IMO you don't need to cover the pond as long as you have something round the side which will stop the Aro form falling on the floor should it jump. This could be rocks and plants, glass, or a brick perimeter.

my cousin had problems with birds and racoons getting his kois, he lived in raleigh, NC like 2-3 hours away from the coast

instead of feeders just feed them silversides, no diseases, etc.

but if you do: quarantine the feeders in a separate tank... treat them for internal parasites and external parasites if they are visible.
