With live rock and live sand, shouldn't that have been just about an instant cycle?

not at all. live rock and sand speed up the cycling process BUT it kind of makes the tank Recycle if you will, adding live rock makes nitrate spike through the roof. making it almost impossible for anything to live.

Do you have live rock and a sand bed, give me a layout of your system... check the parameters of the water your getting the fish from... see how much diff they are from yours... what is the temp at in the tank...
