yea I do a waterchange of 60 percent a week two every two weeks is that to little?

Without knowing what your water is like then it is impossible to say. It sounds too crowded for my personal tastes, but if you water is good and the fish are healthy and have enough room to move, technically you aren't over-stocked. IMO the arowana has only months left in that tank before wanting/needing something bigger.
