am i ready for more fish?

ive been cycling my tank with 2 tetras for almost 3 weeks now and im using cycle..when will i be able to add more fish? my ammonia is 1.3ppm nitrite and everything else is "safe" according to the chart.

P.S.

i didnt do any water changes because my lfs said not to and the water is crystal clear but can i just do a w/c and add more fish?

Personally, I wouldn't put fish in a tank until I can positively maintain 0 amonia.

Why cycle with fish in the first place, there are other ways.
