You're forgetting neons are preyed in the wild by angelfish. Altums have a much wider jaw structure compared to scalares so neons are out of the question there. What he needs is bulky disc-shaped tetras if he wants his tetras to live long.
Cardinals are far hardier than the neons. I never had issues with them. I recommended a friend several cardinals and he had yet to lose one although he lost all his neon tetras despite my warning not to buy them. It just falls to acclimation process.
Which ram do you have? Blue rams or Bolivian rams? Blue rams are a much better option as they tolerate warm temperature better than the Bolivian rams can.

Severums are too big and too boisterous for discus. Pencilfish are far too small to fit with severums and geos. Rummies will work well with discus but not altums if you're still planning to get altums. Scalare angels would be a much better option.
Regarding your discus, how big are the discus you plan to get? Juvenile discus are better off in a barebottom tank unless they reach a mark of 4 inches in body size. They have a lot of potential to grow and are easily stunted in deteriorating tank conditions especially as they produce too much wastes. Adults are more forgiving to mistakes than juveniles.
Good question. It's possible they will especially towards angels and these are not also compatible with discus when you consider their activities. They are far too active especially for blue rams, pencilfish, hatchets, etc.
