Is there a trick to leaf litter? All the leaves I found float at the surface

I found that they would float to begin with, but as they got waterlogged they would sink.

When wanting leaf litter (I usually use oak), I make sure they are completely dried and then soak them in a bucket of water until they sink before adding them into the tank.
 
Just a stocking suggestion - angels have a high amount of conspecific aggression. 3 is a bad #, if a pair forms, the odd man out will get shredded in a hurry. 5 is better for aggression and will fit fine in a 75gal.
