Can you buy these things? If so, has anyone do so and from where?

almost any bait shop will have small ones (usually less than 12") and occasionally an asian grocery store will have tanks full of large live ones as food. they're like $1 or $2 as bait and about $10 for the food ones.

you'll need a big tank and they'll eat deceptively large fish for their size. my uncle threw one in his pond and it ate all his nice big goldfish!
 
also your gonna want to double check to make sure it is legal to have them in an aquarium in your area. Many places do allow this be there are a hand full of states that do not or require permits.

I have read that they are escape artists as well. I have the top of my tank totally enclosed, but I have an Aqueon with the duel overflows. I would imagine the would go into the overflows. I have even read about a guy that found one in his drain hose after he was missing forever. I would love to have one otherwise.
 
yeah they will get out no matter how hard you try, any eel will test how smart you are with canopies and if you use an overflow you are showing them the way out.
 
definately accomplished escape artists. I had one living in my magnum 350 for a while before I found him. Put him back into the tank, and he crawled out, and made it 50' down the hall before he gave up. Another consideration is gravel. Plenty of it, and no sharp edges, they like to burrow. I had one that would eat out of your hand. Really cool fish, good luck with them!
 
My anguilla eel (indian mottled eel) lives in a corner overflow... he got out of the tank only once, after that I eel-proofed and now he can't escape. But keeping them out of your overflow is damn near impossible. So I just accepted it.

Be careful, they were recently added to the endengered list (Canada) and are illegal to own anywhere in ontario and many other juristictions

I bought an eel sold as food for $2.60. It was 17 inches too.
