That is true.
However 4ppm seems very high. We have chloramine in the water here but it only reads 0.25ppm. Prime is your friend in this case. Prime breaks the chemical bond on the chloramine and converts the harmful ammonia in to ammonium which the BB in the filters can break down.
However I am wondering how your ammonia is at 8ppm in the tank and only 4ppm in the tap? All your fish accounted for?
