Another cycling problem sorry guys....

Unfortunately I had to switch over my needlenose and senegal to my 30gal before it was fully cycled. The Nitrites had just started to rise when I put them in. Problem: My ammonia wont go down!!! It's at 4.0 and hasn't moved it 2 1/2 weeks. My Nitrites sit at .25 and also haven't moved. I've been doing daily water changes of about 20% but my fish seem to care less about the condition the water is in. I cut back on feeding too to see if that would do anything but I cannot seem to get my tank to continue cycling.:screwy:
 
I just tested my tap water using two different kits (just to be sure one wasn't faulty). It's 0.0ppm. Now what? I just rechecked my tank and it's 4.0ppm Ammonia and .25ppm Nitrite :( No change and this is going on the third week
 
take some media from a cycled filter........
 
I don't have any other media. The temporary 10gal they were in I had to give back to the person I borrowed it from. By using Prime which controls Nitrites is that harming my cycling processes at all?

Basic HOB filter I got with the tank at a yard sale. Has two filters and an intake. I also jammed the old 10gal filter in one side to aid in cycling. The only fish I have in there are a 5'' needlenose and 5'' senegal.
 
Try FishGoneWilds's suggestion.
 
Did you clean the HOB out before using it? Did you experience any power outtage which cause the filter to stop for more than 30mins? The bio bacteria would die if the filter stop running for over 30mins. With HOB typical it would take minimum 1-4 weeks for the bio bacteria to build up. Add Kordon slimecoat, waterchange, and reduce feeding. This is your best solution for now.
