It's not good to mix different species, especially if they're from different parts of the world. It might work in a large pond or tank. A 40 gallon tank really isn't even big enough for one RES. They will most likely hurt each other if kept together.

Lol, good plan. But just feed him goldfish as treats. They aren't very healthy so consider them junk food. If he can catch rosy’s they’re better for him to eat.
 
The other problem with keeping fish in a turtle tank is how unbelievably nasty the water gets, even with good biofiltration and water changes. Even when the water looks healthy the nitrates are usually very high.
In all but a large tank most fish wouldn't do too well long term.
