Yeah I poured concrete for a few years...
 
actually if thats underneath the floor and that beam is steel and just caked with concrete or something i would just put it near that beam. it would never collapse. also im currently building a concrete poured floor over top a basement and it is rated to hold a car. but then again there are joists 2ft on center through the whole thing....i would say if that beam is steel i beam and is laying in or on top of the outer foundation(like it should) then just put the tank above that anywhere and it should never collapse.
 
you are fine im in construction and the cracks are there from yrs of settlement you will be fine there is deff rebar in the crete let me know if you need help setting it up im in queens
