Two reason's why i know that is that be biggest fluke ever caught was around 24 lbs and was caught here on long island. Secontly flounder dont get any bigger then around 25inches and have a very very small mouth. also halibut are only found in cold water just look at the heavy coat's that the mate's are waring as for flounder i was catching them yesterday in 64% water.
