Never dealt with this before. I'd have to read up and do a bit of homework to say anything worth 1 or 2 cents.
It appears similar to "fish lice" I often see on the bait fish I catch in the Gulf of Mexico for my gang. Size and appearance. Of course I freeze thoroughly all my catches. It kills these nasty critters. They are creepy and bite humans pretty painfully too.
