Funny. I was thinking it vaguely resembles Cirrhinus cirrhosus. But I think you nailed it. Quoth fishbase: "Usually a conspicuous black bar shortly behind pectoral base".

Can anyone tackle this Charicin from Colombia?

I thought Leporinus, but maybe an Anostomus sp?
I put one in my office tank with clown loaches, frontosa, red severum, and Distichodus. It's the most powerfully swimming, never resting fish I've seen. It makes a Danio look lazy!

Have to say, I did not know the genus, Leporellus, existed.

The ones I imported are still younger, so the head spotting has apparently not formed yet. Otherwise, the photos match perfectly. Where else does that same number and location of stripes appear on another fish? In particular, the 'flag tail' and fin patterns are quite unique.
The modified swim bladder and/or bottom dwelling habit does not accurately describe this fish, however. The ONLY time these fish are on the bottom is when lights are out.

I didn't receive many, but I'll be darned if I don't keep a few for myself. I've never seen them before, and frankly, I'm diggin' them!
