Yeah, but the way he's holding by the gills would be pulling the gills out and distorting the whole head. And if you look close you can see the forks of the tail look to be laying on the concrete.

It is in fact a blue catfish and should be disqualified. The tail fin is all there and you can see the light glinting off the edges on the left portion of the tail fin.
Hmmm, Looks like one way to distinguish them is by the count of rays on the anal fin. Channel has 24-29, Blue has 30-36.
Hard to count accurately, but looks like 24 rays.

You really can't do a ray count but based on the unforked tail,shape of top of head it still looks like a river run blue catfish.
