Everything I've read and been told says that that isn't enough light to get HC to grow as a ground cover. You'd need a really shallow tank for it to carpet your substrate with that amount of light. This is just what I've read and been told though so I cannot pretend to be an expert on it. PC lighting just doesn't penetrate the water well enough.
Bingo!

That is exactly the problem with this plant. You have to have lights that penetrate the water, or really shallow water.

How can I get it to penetrate the water?

The intensity of the light is how it will penetrate. CF lights are relatively inefficient when it comes to lumens output to watts used to space taken up. Metal halides are without question the best at this currently, but HO T5 are very close to MH lights. In a couple more months Hagen will be releasing a full line of HO T5 lights. With pre-made units, retro-fit kits, and all the bulbs. The retro kits were ~$30 for ballasts and end caps for a double bulb 48" setup. The bulbs are going to run ~$10-18 each.

You know how much the full set up will run for?

I didn't look at the pre-setup prices. I wasn't interested in them, as they didn't have what I wanted.

Oh. Where did you look at these prices and what they had?

I don't know if you know this yet, but Hagen has moved to being a direct distributor now. They released a catalog of all their products, which most fish shops should have now (not the chain stores). Check with your LFS, and they should be able to quote you how much they will sell them to you for.

The bottom of my 20g (monster I know) was totally covered with HC using pressurized C02 and 6wpg and a good fert schedule. I started with a 3x3 piece and ended up selling it off on various planted tank forums just to get rid of some of it.

It is a PITA to plant though...uugh
