Anyone know what this fish is?

I found these tetras at petco and of all the tags the closest fish to it were penguin teras but I know these aren't penguin tetras. Also, are they rare? If so I might go back and get them

Remind me of miniature brycon melanopterus. Very unlikely. Could be a false penguin tetra. Maybe some better pics might help.

Look like columbian Tetras, but one of them looks like a BA tetras

The next time I go to petco I'll get a clearer picture if they're still there.
