It also could just be a close up on a large fish. At first I thought I was looking from across the river, but then you can see it could also just be a close up of a small object.

The comments are pretty funny, there are people freaking out calling the video an amazing discovery when in reality some guy happened to catch two manatees getting freaky on video.
