There is nothing illegal about SEO'ing your site however it appears that its been SEO'd for a malicious purpose.

I could be wrong but I assume that redirect code, would redirect you if you visited that site searching for tax information.

So I feel like a douche bag. Looking at the web hosting, and I see whats happened here.

Please disregard all my posts in this thread.

If a mod can delete them that would be greatly appreciated.

It wasn't an assumption.
I was wrong tho.

The site had false keywords, and links to java/scripts hosted on another site.

Typical example of a site thats been SEO'd for ANOTHER site...

That sites rank, +100's of others...help build the targeted sites rank...

but like I said, I was wrong and thats not the case.
