Anyone seen this before?White stuff (not ick) on JD. Nothing in Stickies. Please help

Nitrite/ate 0
40-50 % WC per week
White stuff is appearing at the transition of his body to his dorsal fin, and some is stringy and kind of "flows" in the water
He's been scratching and turning upside down and rubbing on the substrate (in an effort to get it off I think)
The stuff is hanging on my fake plants too
He's not eating as much as he normally does (but I think it's from stress from this stuff on him, and not a parasitic thing. His poo is normal looking)

PLEASE HELP!
 
Starting to think this looks a bit like Chondrococcus.

Any input as to if that is what this looks like, and if so, how to treat it?
 
Ok, just did a 50 percent water change. I think I'm going to do this every day for a few days and see what happens. I really don't know what else to do since this doesn't exactly match anything I've read about.

I'm also decreasing my tank temp to circa 75 f as I read that some of the fungi out there don't like it that cold, so hopefully that helps.

Still hoping for some more advice if anyone has any.
 
Id say fungus IMO I'm not a specialist in this area, but I think i had bala sharks die of something like this
 
my fish had this before its from bad water quality and i think its like muscas/slime if you had or have oscars sometimes they shed their slime but this jd doesnt seem to be shedding slime
