hmm. i dunno. i have no idea if americans pay water charges or if it's free.
in canada, we pay for water usage.

best bet is ask landlord when you can.

I'd definitely ask your landlord/office. I know where I live I have city water but I don't pay a water bill, its included in my rent. Some places, if they have city water, will either make you pay your own water bill or include it in the rent.

If you don't pay a water bill, then its already included in your rent and could possibly be from a private source and not from the city.
