Why the big difference in rated tank size ? Both are rated by the manufacturer for tanks up to 70 gallons.
There is a BIG price difference and media size capacity.

IMHO, filters' rated tank size mean nearly absolutely nothing!
Stocking of tank, media stocking of filter, and how and how often maintenance is done mean a whole lot more.
I would say that a Fluval 307 is more closely comparable to an Aquaclear 110 (than a 70), but again that is comparison of apples to lemons.

I agree here. How much filtration is needed (i.e. how much filtration the filter needs to even offer), and how much filtration the filter can offer depends on a lot of factors.

Though I will say one thing that is probably a bit more agnostic of aquarium size is flow rate, as you'd probably want a minimum flow rate. However, even this depends on stocking. Fish that particularly hates flow, may require multiple filters and/or water pumps with lower flow rates to circulate all the water in the tank. Conversely, some fish really loves flow, like the Rheoheros lentiginosus I currently keep, and thus likes even more flow that what a filter with flow rate 'rated' for the size tank may offer.
