I know all about crappy apartment buildings, and parking is the worst especially in buildings were each 1-2 bedroom has about 10 people living in it and they all seem to have at LEAST 2 cars a piece! 
There is always someone running out to move their car out of the red into your spot as soon as they see you going to your car, and of course the tow truck lot is down the street and they hangout in front of the complex waiting to tow people, those bastards!! I hope the new building/tank goes well for you!
