is there a turtle that could be housed with fish.. like in a normal aquarium no ramps or basking area?

Yes there are several, but you need to provide that tutrle with an area in wich surface can be within the reach of his neck while turtle resting up on soemthig under surface.

Most full acuatic turles dont baskin however they need places in the tank near surface to rest and reach their neck to get some air. I don recommend you just throwing the turt inside the acuarium and that's it.

Moreover most full acuatic turtles eat fish.
 
i have a Common snapping turtle that i have raised since he was just larger than a hatchling. i tried giving him basking area in the beginning, but later realized he would never use them. while he was tiny, i kept some fish with him that were his size or larger and had no problems (i only kept like 3-4 fish in with him). but once his shell was over 3" i had already moved all the fish out and by themselves. since then he has lived alone except for the few times temptation gets the best of me and i give him some feeders. i am currently looking to re-home him. so if you, or anyone you know is looking for a tank raised snapping turtle, let me know.

Fly River Turtles do pretty well in aquariums. I really like them because their different looking.
