I guess by ACF you mean african clawed frog. Trust me, practically any turtle will eat frogs, and many fully aquatic turtles require massive amounts of water space. The general rule for turtles and tank space is 10 US gallons (40litres) for every inch of turtle. So, take that cute red ear (NOT FULLY AQUATIC) from the dime store. Not only are you going to need specialist equipment such as UV lamps, but youre also going to need a 120 gallon tank for A SINGLE ADULT. Turtle also tend to live a LONG time.
