Anybody know if it's normal for this canister filter to randomly release more water out of the outer intake every minute or so? This is the first time I set up this cannister, so I would appreciate it if anybody who use this filter before can answer my question.

What do you mean randomly release more water output? and not releasing trap air that stuck inside the canister?

The water output would come normally and then every 30 seconds or so, the water output would spray more water than normal. It's like someone was bending the output tube and then letting it go.

I think you have trapped air in it?

How would I release the trapped air?
Normally, the filter will push out all trap air inside with time, you can turn off the filter for few minutes then plug it back in. Don't pick it up and shake it though LOL it's might leak if you do that.

How can you tell it's doing this? Do you have the spray bar (or outlet diffuser) out of the water? Like said, if you see air bubbles coming out, gently tip the canister in all directions to help force the air out of it.

No, I have the spray bar underwater but I can see and hear water pushing out real hard every 30 seconds or so. Ok i'll try tilting gently if that helps.

Lol, cannister is filled with water, I know better not to pick it up.

Are you running the hoses straight up from the canister to the tank or do you have loops or sags in the hoses?
