I disagree with meeting "bare minimum" requirements as justification for keeping fish. I would not keep a Saum in anything smaller than a 6x18" footprint.
I've got a 4x2x28" tank currently with 11 S. leucosticta in it, it's crammed and the fish are only around 4-6", but if I told people I was keeping them in a "140G" they'd think it was fine. They'll be moving into their 6x2x2 215G sumped setup this week.
