Arapaima gigas legal to own in New York?

My grandparents own an indoor pond that has been cycling for 1 year now and they want a big fish. The pond is 65 feet long by 30 feet wide and 23 feet deep.

He didnt ask for everyones opinion on if he should or shouldnt own one. He asked if it was legal.

But, imo it is our responsibility as MFK's to ensure that no 5' fish gets jammed into a 10' tank/pond. My answer might have been too direct, Sorry Jared!! , but asking where he will keep the fish is perfectly fine if you ask me.
