My tank is a 75 gallon so i'm pretty sure i didn't stunt them. Also my tank water is clear with little debris. itry to change the water 30% once a week.

I feed my bichirs once a day. Idon't underfeed them but i don't over feed them. am I suposed to get them super fat or something?

no don't get them super fat man, i guess it's kinda subjective what fat is, but if it looks clearly obese, it's not healthy for the fish.

If you get them on meaty diet like shrimps and tilapia it will grow faster. Try doing waterchanges twice a week or up to 40%. If that's still not working you might have bichirs with bad genes.
