Are my stingrays ready to breed?

Okay I have been noticing several signs that I think my rays are ready to breed. I am positive that I have a male and a female. Both of my rays are around 8 inches, the female is slightly larger. They are true hystrix rays. Okay well I have noticed them getting more aggresive. They have been attacking and killing the smaller bloodfin tetras that were in the tank and were used to cycle the tank, they have never done this before. They also have shown a loss in appetite. They have started getting darker, more vibrant nicer patterns and becoming more active. And my female does this weird thing where she lies flat on the surface of the water with her eyes sticking out of the water is this normal? Is there anything that I can do? Are they really ready to breed? Should I start cycling a tank for the pups? Thanks
 
think they are a lil small does one of them have claspers by the tail and one not have them thats a pair males have claspers and females dont... post some pics of them
 
Yeah, the male has claspers and you can see the claspers from the looking at the top of him, you don't have to look underneath him. I will try and post pictures.

That ain't a good sign, sorry to say... Oxygen levels high enough?
 
Yeah, oxgen levels are high the filter has bubbles and I have 2 bubble bars in the tank, anything else I can do?
 
There not doing any breeding behavior from those signs, I have few rays who love to also stay at the surface and swim in the water current and there all doing fine. Seems like there still to small to breed. Breeding signs would be the male harassing the female and she'll have lots of bite marks along the edge of her disc and bite marks on both sides of were the tail meets the body.
 
Lack of appetite..
Colors fading and changing..
Floating at the top..
Hyper-activity..
'Sensitive to water conditions'..

Sounds like it could be underlying issues..
