Are my stingrays ready to breed?

As far as filtration goes I can add a penn plax cascade 1200 canister to the tank, should I do this?

They are too small to breed yet.

There is something going on with your water. Swimming near the top is fine, eye and spiracles out of the water is not.

what size tank.......?? and how often and how much do you do water changes.....??

I would add that canister but what are your other methods of filtration¿¿¿ size of tank?
