Afaik,thebiggerthebetter runs a fish rescue, not an adoption center. I dont think he's in the business of lending out the fish he's rescued. I could be wrong though.
There are people who will take fish (a la Viktor), but with the trouble and expense of acquiring them, they typically don't ration them back out.

We operate as any other animal rescue, dog, cat, bird, bunny, or tortoise. We can't keep all the fish we get donated or rescued, so we do adopt them out. It's a money-losing activity even with the relatively small fees we charge. But we do it for the spirit and as a service to local community in Florida, albeit have gone as far as Ohio too to pick up rescues.
Adoption is not lending. It's into a forever, fitting home, just like with cats and dogs, towards which we ask for evidence of the fish's future accomodation and the adopter's expertise / experience.
Some fish we are able and want to keep for our exhibit purpose.

Also an addition to some of the above comments. Good portion of our donated fish comes from people who know what they are doing and have been taking an excellent care of their pets and, most importantly, value their pets over money and wanna make sure to give their pet the best chance at future life. Many fish sell well on CL but these individuals want their fish to go into an assuredly proper home and it's more important than money to them. There are many people like that out there. An answer to the skeptics.
