what is the best looking(colorwise) arowana you can own in the states? is it blue or black or like what?

A black Arowana (Osteoglossum ferreirai), sometimes called a blue Arowana simply because of the blue that's present on it's anal fin when younger. As they age they resemble Silver Arowana.

The black/blue has more color but a large adult silver under proper care is also very nice, especially if you happen to find a high shin one, or get luck with a snow.
