I had the same issue with my Red which sadly passed away already.
In my case it was bad water quality although the water parameters look quite OK. 0 nitrit, around 5 nitrate...
I checked nearly the whole internet about this phenomena but was not lucky finding a proper solution or insight. I even tried Anti Bacterial Infection medicine.
At the end of the day I believe this comes purely from water. I never saw these kind of fins at no shop in Asia, but encountered this several times in Europe.
MY GUESS is that we can't provide the optimum water parameters REDS need to thrive - which basically means: VERY SOFT and slightly ACID water but in a CONSISTANT way!
